2000 Eddie Bauer Expy is possessed (electrical issues)

2000 Expy EB 5.4l 4x4 154k miles.
In the 10 years I've owned this Expy, it has always had an electrical gremlim. If it sits for more than 2 weeks, the battery will get run down. I halfheartedly attempted to troubleshoot the parasitic drain but gave up and installed a battery tender that I plug in whenever the truck will be sitting. (I work out of town and my wife rarely drives it so it sits about 6 months out of the year.)
Couple months ago, I had been driving the Expy with no issues. Next morning I came out to use it and the battery was completely dead. Put the battery charger on and noticed all the accessories came on. Radio was playing, power windows were working, all with the ignition off and the key in my pocket. I got it running but every time I shut off the engine and removed the key, the accessories stayed on. The accessories stayed on for about four days so I plugged in the battery tender and just ignored it. After four days the accessories turned off and normal operation resumed.
The Expy has been operating normally until yesterday afternoon. I haven't driven the Expy for several days, but as I was walking out of my shop I could hear what sounded like a forced air heater. As I got closer to the Expy, I realized the Expy heater blower motor was running at full speed. The EATC display was flickering and the fan was on full speed. For kicks, I turned on the rear heat fan. The rear fan came on, the front front fan turned off and the EATC display turned off. Turned off the rear fan and the front fan came on again. Started the truck and all opreations returned to normal. Shut off the truck, removed the key and all was normal for a few seconds, then I heard clicking which turned into buzzing under the dash on the drivers side and the heater turned back on.
The weather was cold and snowy and I was not in the mood, so I disconnected the battery and walked away.

The floor is dry under the dash so I don't think I have water intrusion, but maybe?

I found the buzzing relay. It's in a box mounted to the back side of the bracket that the OBD II port is mounted on. I'll need to take stuff apart to get to; I can't get my hand in to pull the cover off and I don't want to break the mounting bracket.
