2004 expedition keeps blowing fuse 13!!!!

I have no ac controls working. I checked and fuse 13 blows killing my controls. Changed controls and replaced fuse... pops again. Checked connections. Fuse blows instantly when yhe key is turned on. Looked up what is all on the cicuit. Unpluged the controls. Still blows. Unplug compressor...still blows...checked diode...its good. Unplugged relat for rear defrost..fuse blows...unplug relat for started ..still blows...i need help..i live in memphis and its almost 100degrees here. This is my only family vehicle...i will take any ideas...
