2008 Trailer Brake Low Voltage

I have a 2008 EL with the tow package, so I have a 7-pin connector and a brake controller. Everything has been great for over a year, but last week, I started getting an error on my controller. I swapped out the brake controller with a new one, same deal. The brake pin only outputs 1-2 volts, but sometimes works fine. I clean the grounds that are on the frame in the rear. The brake lights and charging pins are all 12 volts, so it's just the brake pin that the issue. Any fuse with "tow" in the name looks ok. The harness under the dash looks ok, but I'm not entirely sure how to test it.

So, anyone hear about an issue like this before? Anyone have a wiring diagram for this? It would help me trace out the wires. Any help would be greatly appreciated.
