2015 expedition el roof vent operation

Good morning everyone,

My wife’s rig is a 2015 expedition El that is a SSV so essentially an XL model.

With the colder temperatures she has started using the heat settings a lot more.

When the rear is set to heat or more specifically anything other than the lowest cool setting, no air is being blown from the middle row or back row roof vents.

I pulled the rear panels to check the blend actuators and both seem to be working perfect, I switched their places and no changes, no clicking etc.

So are them only blowing when on the coldest setting normal? I have left the actuator that changes the floor to roof vent unplugged set in the roof vent setting as that is what she would prefer and it seems like it will work just fine but curious like I said if this is just normal operation or if I have another issue somewhere else.

When set to heat - air is only discharged from the floor vents (in the 2nd and 3rd rows).
