ABS Module Reprogram

So what are the facts on the abs module programming? Mine has gone bad and I found a used one, however a shop told me they have had no luck programming the used modules. Does it take a certain scan tool, dealer, or does it have to be a reman? Hopefully someone has had luck figuring this out.

I always bought new ABS units, figured used units were still going to fail sooner than a new unit, but always had to have ford program the unit so the car would recognize it. Have no idea if the ABS unit is programmed to recognize the car (and can this be done more than once?), or as I suspect the car ECU is programmed to recognize the ABS unit, which requires special software. None of my OBD2 programmers have been able to program ABS units on Fords, I can program European cars (Audi, VW, BMW, MINI, etc, ) but never managed to program a Ford.
