Could replacing radio fix auxiliary input?

Question - if I replaced the OEM radio with another OEM radio with Sync 1, do you think the AUX and USB inputs would work?

Hi, new here but love reading the forum. I bought a 2015 Expedition EL XLT that was a former government vehicle. I have no Sync, no Bluetooth, and my USB / AUX inputs don't work.

I would like to listen to my phone via AUX or USB, both located under arm rest. A car audio dealer confirmed the cables are connected, but perhaps the OEM radio / CD player didn't include it as an option?

I have read through previous posts and I couldn't find my answer. I also investigated aftermarket options (like crutchfield) and outside of a maybe $3000 infotainment option, I can't find an upgrade because the car doesn't have a factory subwoofer (long story...)
