Do you guys think the ECU could be bad?

Look at it this way, when everthing is within spec the engine runs without issue. Something varies out of spec and there are performance issues. Seeing that your problem is only at a certain rpm range the sensor inputs should be verified to be within spec along with the injector and spark timing. One will probably be out of spec. That only gives you an area to concentrate on, you still need to determine why the problem exists. If the injector and spark are correct the problem isn't the pcm.
Most techs are plug and play and only follow what the scan tool tells them. They toss parts because the scanner said a specific component was faulty, not all will prove it has failed. If it doesn't fix it they are at a loss.
