It is the brake booster. When you press the brake, it goes away. The seal on the plunger is leaking. As a caution, before you take everything apart, check the lines. The line fittings going into the master cylinder tend to rust to the line. When that happens, they won't let the fitting spin and you will twist the steel line. They are not that expensive. If you are going to do the booster, now is the time for a new master cylinder and the two lines to the distribution box.
