I replaced one of the 4WD vacuum hubs. When the vehicle was on the jack stands, I started the engine, creating a vacuum, and I could spin the hub freely without the front axle. I still have to replace the driver's side IWE. In the meantime, I had to move the vehicle from one parking space to another. I noticed that the front axle on the IWE I replaced is spinning. Would the bad driver's side IWE cause the entire front axle to spin?

Yeah it will likely spin a little. The driveshaft is likely to turn some as well despite being in 2WD which will turn both axles.
