Mid row seat back stuck down

I have a 2016 mid row seat problem. The seat back will not release to return
to the upright position. The seat will flip forward, move up and down to cargo
position and back but the seat back can not be pulled back up. This is passenger
side with center console. Driver side works fine.

Any body had same problem, technique to release, or suggestions?

You are pulling the handle while trying to raise the seatback, correct?

Solution found. And to reply to sjwelds, when the seat is in up position
you do not have to operate handle to return back to upright position.

Solution found: i examined both seat locking mechanisms with plastic
covers off. On the seat that worked normal one side there was a locking
cam that had a thin finger that obviously struck the latch bar in the floor
and following part of the lock cam wrapped under the bar. On the side
where the seat back would not return to upright, this cam was hidden,
pulled to the rear by a spring. This cam operates another rotating cam
that strikes a stop piece. On the defective seat, there was no stopping
piece, looked broken off. I rotated the locking cam to a position so the
smaller finger part would stike the floor lock bar as it should. and then
drilled holes on both sides of the latch mechanism so that a #6 screw
could be inserted to act to stop the locking cam. Works perfectly now.
I know this description of the fix may be hard to follow but if anyone
has this seat back problem, I will provide pictures and further detail.

What I'd like to know is how did you get the plastic covers off the mechanism without destroying them????????

Maybe some are different but on the two with a
center console, when flipped forward, there are
screws with hex heads, accessible from center of seat.
Inside mechanism has 3, outside mechanism has 2.

To add, this was the mechanism with the link to the front of
the seat that tilts the lock mechanism a bit out of the way when
flipped forward. The link is attached with a shoulder bolt with star
driver. It detaches and reconnects easily to let plastic cover come
off.

The cam plate is not the actual latch but has a slot in it so that
is rotated as the mechanism comes down into the floor receptical
and latches. This rotation pulls one of the cables which unlatched
the seat back rotation. In my case with the stop gone, the cable
and spring was pulling it back so that it never engaged the the lock
pin, did not rotate and thus did not unlock the seat back hinge.
Various stops might work but adding the screw was quick and easy
for me. Unfortunately the location required a little grind of the plastic
cover parts to clear the screw head and nut.
