Recommendations: Holes in Body

I acquired a 2011 Expedition SSV. It has 4-6 holes on the rear hatch for police lights that were removed, leaving the holes. Are there any recommendations on what to buy in order to cover the holes correctly, short of welding/repainting? Not looking to make it perfect, just seal it up while looking presentable.

Are the holes accessible from the inside if you take the trim panel off ? You could put some aluminum tape ( like for AC ducting...) over the holes from the inside and then fill in with JB Weld epoxy from the outside. It'd be pretty solid after that dried. Use some touch up paint or something after it dries.
