So what's the actual reason Ford does not offer red? Any variance of Red; Rapid, Hot chili, Race. I first thought it was the plant it's made, Kentucky. But they also produce the super duty which offers Race and rapid reds. Is it just sales were low for red?

PA, but I'm NOT really here...where you is ?
AFIAK, red is not a real popular color for Expy's, and that's probably why I've only ever seen a few of them here & there...

I do know of 1 in particular that sits in front of a paint shop in southern WV & they likely did it themselves, in a gorgeous metal flake candy apple red, like some 60's muscle cars came in, and they also have an old explorer in the muscle car (mustard-ish) yellow :D

Red Expys are reserved for city fire chiefs.
My local fire department is a big fan of Roto Ray lights. They put them on all of their engines and ladder trucks. You have put a picture in my mind of a bright red Expy with a Roto Ray mounted on the grill. Whooo-hooo! To be a kid again.

Funny, in our area I see lots of rapid red Expeditions, mostly platinums.

Honestly, I'm kinda mad red isn't an option, because the design elements that are polarizing scream for a red coat. I would love a red spp or even a red ultimate. Same for navigator, the concept for design is in ruby red and its astonishing they decided against adding it as the concept looks stunning and the nautilus eats its red coat.

Yeah, it's mainly a sales-driven decision. Ford has phased out red options on several models due to lower demand. While red is a popular color in performance-oriented vehicles, it typically doesn't sell as well in trucks and SUVs compared to shades of black, white, gray, and blue, which dominate the market.

The plant itself (Kentucky Truck Plant) isn't the limiting factor since, as you pointed out, the Super Duty still offers red options. It's more about demand trends for specific models. If a certain color doesn’t move enough units, Ford may drop it to streamline production and reduce costs.

Its a self fulling situation - dealers dont stock colors, most people chose from the monochrome selection on the lot rather than order and wait - reinforcing the dealers idea that people dont buy any color except greyscale.

Ford responds to their customers i.e. the dealers

I just noticed that when doing a 2005 build. I love our Ruby Red Expy and was disappointed to see there was no red options. Besides Black and White, it seems many owners today are selecting some level of grey on new vehicles, even seeing a fair number of expensive vehicles in battleship grey in recent years. Uugh, not for me.
