RPM surging going downhill.

My 2016 Expedition EL XLT recently started acting up. When going down a steep grade, the car will run smooth as long as no gears are locked out or if it isn't in M. Once I lock out gears or shift to M, the engine rpm's will start surging jumping up about 200 or 300 rpm and immediately dropping back down and will constantly do this until it is put back in D or gears aren't locked out.
It has never done this before in the past and only recently started a few months ago. It is acting like engine braking or hill assist is engaged, but the hill assist is not on as it happens at all speeds.
The surging makes hauling a trailer difficult. Happens with tow/haul engaged and disengaged.
A very jerky ride when it happens.

Sounds to me like a bad torque converter. If that starts slipping more, I think the tranny goes into limp mode.
Gear is locked up and tranny starts slipping and acting more like it is not locked. In any case, transmission repair it is.
