Timing chain oil leak

I have a quote from Ford dealership to fix the oil leak. $2100. I contacted a local mechanic who told me he wouldn't do it. 90,000 miles on the engine.

Two questions
1. Is this something I should have the dealership perform or try to find a mechanic who can do it?
2. While fixing. Should I get the timing chain and water pump replaced?

Is it just a front seal leaking ? An indy shop would replace it for about $300 or so. It's good to get it fixed but not $2100 good. Call around.
