On my 22, it's actually up top, on the plastic upper radiator cover, just left of the air intake housing. Plug faces the front of the vehicle, and is capped. I hate where they put it - easy to access but I'm pretty sure you'd have to leave your hood ajar to use it.
same location in my 22, dumb placement. can't believe it's there. its -30 right now and i have to pop the hood everytime.

The block heater cable on my 2015 was ty-wrapped to the left recovery point. I never used it, but it looked like there was some extra cable there so that if I snipped the ty-wrap, it would hang down 8-10 inches.

In your situation, I think I'd go to the hardware store and buy a short 12 or 14 gauge extension cord, plug the male end of the block heater cable to the female end of the extension cord, and ty-wrap the cord in the area of the radiator support in a way that makes it easier for you to hook up.
