My 2014 expy was covered in ice this winter and after I cleared most of the ice off the windshield, I tried the wipers. they were still frozen but I kept chipping away and they worked, but only have 50 percent of their sweep. Is there a sprocket or something in the motor that might have slipped?

One of the rods in the windshield wiper transmission assembly is damaged or bent. You will have to replace the assembly.
