The first step I would take is to check the battery, it may seem unusual but on modern cars low voltage can cause some strange symptoms.
I don't know what year yours is if you just want to shift is there a shift lock button?
If that doesn't work you might be looking at a electrical short?
I appreciate the response woodmanjc I suspect it may be fuel pump related due to the stored code, I think I will keep driving it and if it ever happens again I will try your temporary solution.

Home is 2500' since this happened I have driven up to 7000' and a few hundred miles.
I have a blue driver that can do live data, would that work? There is also a nearby 8000' road for testing purposes.

I do not have the same Gen Expy as you but I have had luck pulling the fuses out. Check your owners manual for the correct fuse (in mine I just pulled the horn fuse because that was all I needed)
I can confirm 2nd Gen seats will fit in a 3rd Gen Expedition. I found a 2003 XLT Expy in the local picapart with manual cloth 3rd row seats. It fit perfectly in my 2017 SSV.
