03 wipers will not turn off - even when truck is off

Last Thursday the wife calls me at work to tell me that the wipers in my 03 Expedition will not stop going - even when the key is off. Father in law came over and pulled the fuse. I decided to take off the front filler cover and I sprayed out with electrical spray the connection off the wiring and the wiper motor just to see if that would help and it has not. Do you guys think this is an issue with the wiper motor or with the control unit? Any tips before I go out and spend some $$$?

Seems more like a control unit (wiper stalk). Were they going full blast?

Had an F150 do the same thing. It was a bad wiper motor. Figured out, after changing the Multi function switch and stalk.
