are you sure that there isn't a vacuum leak anywhere? What items did you replace? Valve, actuator, and sensor?

changed all those parts and hoses and tubes.. no vacuum leaks

My next step is to remove egr and dremel out intake

Sounds like you are going through what I am I replaced ALL EGR components to find out the EGR port are clogged. You have to remove the intake and clean the EGR ports. Ford wants about $600.
