Possible DPFE Voltage Too Low.

I am getting a 5v in and 0.12v-0.13v out of the DPFE wirh key on and engine off. With engine on, i am getiing a solid 0.14v. These readings are with a cold engine. I haven't warmed it up yet. But i will get more.readings when i do later this afternoon.

With that said, is the voltage to low? What are the voltage parameters.
