My front license plate holder easily popped off my bumper when I went to install my new plates on my new 2022 Expy.
If this happens to you, potentially someone drilled too big of holes into the bumper, so the OEM rivets weren't securely fastened.
I recommend using 3/16 inch exploding pop rivets with at least 1/4" grip length, something like this: https://www.amazon.com/Rivets-Aluminum-Exploding-Banana-Fasteners/dp/B09ZBKHFVV

You could also try 1/4" diameter rivets. But that diameter size is not standard, so your rivet tool might not work.
