before I start trying to figure this out myself I want to know if anyone else has already had this issue and solved it.

Basically I get a screech noise from the engine just sometimes. Its usually when Im not accelerating and am at constant speed or cruising.

Its not when Im turning the steering wheel necessarily so I think its not power steering noise.

Its like a screech that almost has a hydraulic or mechanical noise to it.

I have listened under the hood and tried to narrow it down to a specific area but I cant seem to narrow it down that way at all. The belt and pullies look alright but I have yet to take the belt off and spin each pully.

Any advice?

I see you live in Florida. Have you been using the AC lately? It could be the AC clutch kicking in and out, sticking, and causing the belt to slip. Take the fuse out for the AC, drive it and see if it stops squealing. If it does you may have it sorted.

this is absolutely the problem. So I need a new AC Clutch right?

Ive been on fordparts and autopartswharehouse and others all morning and cant figure out exactly what I should order, there are a few different parts listed for the fan clutch:

1)A/C Compressor Clutch Pulley
Part Number: 19D784(YB-3059)
$111 - Part Description: 115MM, With 6 Grooves, With Bearing

2)A/C Compressor Clutch
Part Number: 19D786(YB-3060)
$58 -

is it something else?

Should I also replace the belt?

You need to do the belt as well since it sounds like your pulley has locked. I would make sure your compressor is still good and you are getting the correct voltage to the clutch before replacing. Also check your pressures. Also make sure your belt tensioner is also functioning properly, if it isn't putting enough tension on the belt when the compressor clutch engages it will cause slip and also that screech sound you maybe hearing.

You need 9,10,11,12. I would do it right the first time and be done with it. Again this ASSUMES that you have verified it is not a compressor, system side or electrical issue and is in fact the compressor.

Correct, if you can verify it's not something on the compressor side, that the clutch is getting the proper voltage to engage and that the tensioner is applying enough pressure to keep the belt pulling through the compressor resistance.
