Not sure if related, and I offer no fix. My 22 often refuses to close from the vent position. Sometimes I have to try up to a dozen times before it agrees to close. Never wants to replicate the issue in front of the techs, I think it has performance anxiety.

Yes it can be loose at still power the lights while not being able to communicate via the USB.
When you tried the cable, did the phone recognize it and start charging? Just in case check you're using a cable designed for data, since not all charging cables support data transfer.
@Fastcar it is most noticeable while cruising at speed and gets worse the higher the speed. It shakes the steering wheel but you can also see it in the mirrors, seat backs. I also feel it at lower speeds around town but it harder to notice with regular bumps, speed changes and steering input...
