Rear wiper delay stuck on INT1

I have a 2003 EB Expedition. The rear wiper motor is constantly wiping every 10 seconds and acts as if it is stuck on the INT1 setting. If I change to the INT2 setting, it will wipe every 4 seconds. If I set the rear wiper switch to the OFF setting, it keeps wiping every 10 seconds. I...
