I am not sure if this is the same or not, but prior to having our Expedition, my wife had a 2015 Explorer and it had a very similar problem that you are describing. It ended up being the rack and pinion that had to be replaced.
Maybe a stupid question, and Im not sure I've ever had shocks or struts that were completely worn out, but if the ride height seemingly was the same, how would one know if they were toast?
