Blower blows but the actuator door that goes to the rear doesn't open. So, it doesn't allow any air past.

I was at the bank drive thru today and head this clicking coming from under the console.
This is on the 1998 Navigator with the rear controls on the back of the console.
Is there anyway to test this actuator?

The back of the belt looks like fabric. There is not rubber anymore.
The tensioner and idler pulley both look like they have rubber residue(spots) on them.
