Not necisarily if the thermostat is stuck OPEN the truck will NOT get up to full operating temp. If the thermostat is stuck closed then it would get hot.
Have you checked to see if the REAR HEAT is working? If it is then you could probably rule out the thermostat and jump to the blend door...
