The link indicates trouble codes being set. Have you tried to see if any codes have been set?

According to the following link, there is a flasher: "Flasher unit is next to the blower motor relay under the dash."

(I have no idea if there is a flasher in a 1998 Expedition ..... just trying to help.)
Could be a faulty flasher, or a faulty bulb (even though you checked the bulbs).

May be a flasher problem (?).
(Are you calling the flasher a multifunction switch?)

Try this: Press the Lock button on your remote car starter. Within five seconds of turning it on, turn your key back to the "off" position (or press the start button again). Repeat the on-off cycle three more times—you'll do four in total.
