Whining noise
As one of the members mentioned struts don’t whine. FYI, that type of noise will be created by a rotating assembly. PCV Valve & Connector Hose Replacement
That’s what I ordered for my ‘04 Eddie Bauer. Tried to find something at an auto part store... unfortunately, they don’t carry it. Didn’t have time to research an alternate resource (visited my daughter at college to repair), so I ended up grabbing from Ford for approximately $110!!!- BlackBetty

Ok... so there are two answers here. That upper portion of the bumper is connected to lower. So, it is essentially part of the bumper by way of a bracket, and rivets. Disable DRLs on a 2016 XLT
I own 2004 Eddie Bauer and 2016 XLT Expeditions. The ‘04 is not equipped with DRL’s as Habbibie mentioned. My ‘16 had DRL’s as it was a Certified Pre-Owned that previously served as an Avis Rental.
