Recommendation - don't try to start the engine if battery voltage falls below 11.0 volts. The starter is a constant draw motor that will pull any combination of voltage/amps needed to operate. That means as voltage drops amp draw increases...
Really can't say you did the tests wrong without seeing the meter display. The 4.63 mA is extremely low reading for today's vehicle but 463 mA is slightly less than 1/2 A. The test is the same as before, just not pulling fuses. Let the vehicle sit without turning anything on for about 15 minutes...
One of a few things:
1) engine seized
2) bearing on accessory item seized - keeps engine from turning
3) low amperage/voltage to starter - not enough juice getting to the starter
The one circuit that isn't protected by fuses is the alternator and it's output cable. If a diode shorts closed it will pull a battery down quickly.
Do the draw test again with the output cable disconnected.
Most mA draw should be in the 200-300 range with all the black boxes on vehicles...

Here is how we test the fan clutch on semi's. I do not recommend using your hand as shown. A newspaper or magazine is better - you avoid beating your fingers. You only want to slow down the fan slightly - not jam something into the radiator.
You have the worse case scenario - hot climate and black on black vehicle. That combination is a heat magnet. To get an accurate performance condition you need to know the systems static pressure, the low and high side pressures, and ambient temperature when you take the readings.

Certain codes will pop up regarding timing issues between the two sensors. Here is one method of determining if they are out of time with each other. You don't need a picoscope - any old 2 channel oscilloscope will work.
