You should think about providing a separate and new power supply from the fuseblock directly to the PCM. Route the new power supply through a relay that is activated by a connection from the old PCM power supply.

Please don't overinflate your tires - you're setting yourself up for a wreck. I've never had a vehicle that was delivered with the correct air pressure - ever. I suspect maybe they get overpressured during the mounting process in an attempt to get the bead to seal well.

My '04 (w/limited slip differential and associated gearing) used to get about 14.5 mpg average. I had the fuel filter replaced and spark plugs re-gapped about 3,000 miles ago. Since then, I've averaged 15.6 mpg.
