Rear Fan Control
So I solved it. Removed the rear cup holder piece to expose switch housing. Reached down and felt a connector near the back of the switches. Pressed it inward and felt a snap. Now rear controls work. Just a loose connector, and it does indeed work like I thought.- David Poelstra

Rear Fan Control
New to me 2013. I understand climate fan control can be 'given' to rear of console. All fan controls (and fans) work fine under front control.
