2nd to 3rd gear shift at 2500 rpm

Hi Guys I recently bought a 98 EB 160k miles 4x4 at an auction. Looks great engine and everything's great. Only problem is when driving the transmission will not shift to 3rd gear til 2500 rpm, or unless I remove my feet gas pedal during he time it's supposed to shift. In that case it will shift on its on while it coast into 3rd. All other gears work just fine. It goes into reverse with no hesitation, and drives nicely on the highway. The trans fluid is pink. No burnt smell and is at correct level. No leaks around the transmission pan. I have noticed the transfer case has a leak in the back. Question? Could this's possibly be a solenoid issue or am I looking at a rebuild.? Ps the odd thing I found is the front drive shaft has been removed.

No codes are showing o/d light not flashing just trying to determine if a transmission, torque converter, transfer case or solenoid pack issue - trying to determine the direction to take for a repair
