brake Problems

Goodmorning,

Im at a loss. I did a brake job on my expedition but cannot get rid of the soft pedal. Here is what I did.

1) Replaced rear brake pads on both wheels.
2) Replace front brake pads, front calipers, front rotors.
3) Bled brake calipers on all four wheels and filled with new fluid.

Here is the problem.

I experience a hard pedal on the brake system when the car is off. When I turn the car on, I get a very soft pedal which never gets hard. I can stop
somewhat but would not survive a panic stop. I have put about a litre of fluid through the whole system but it just doesnt get any better. Is the master cylinder on the expedition power boosted or vacuum assisted in some way? What baffles me is that when the car is off, the brakes seem great but as soon as you turn on the car, the brakes pedal get soft again.
