Cruise light comes on, but cruise doesn't work

So I just sold my Excursion and bought an 04 E.B. expy with a 5.4 I tried using cruise control and the light came on as if it was in cruise. I watched my speed drop over 15mph till the cruise light went out. I know on my Freestar the cruise would go in and out and i replaced a switch on the brake master cylinder but this is acting different. Any ideas?
