My 2007 expedition with 5.4 will start first try when cold if warm it will take 3 tries. I have checked pressure and it drops to 0 in a couple minutes after shutting off 68 when running and when key is turned on it goes to 20 and if I turn key again it will go 20-40. would this be for sure the pump.

Sounds like it but there is also an external fuel filter so I would change that first.
