Do you have a multimeter ? See when it's got voltage. Key ON or hot at all times, or when the lights are on. Probably for some aux lighting if it was a special purpose vehicle.

Check it with a meter, is a good idea. Probably 12v.

Depending on the cable size and connector specs(the biggest size), they can transfer 180 amps. Snow plows and other accessories use them.
They would be good for a jumper cable set. Powerpoles at one end and battery clips at the other.
They are hermaphrodititc connectors. The same connector, on both ends. They are really neat.

thesavo,You're welcome. If you can check the underside, it should have info as to what one it is. The colors are not interchangeable to prevent accidentally plugging into the wrong system. You could contact Anderson power products, if that is what it looks like. The side facing the ground should have info.
IT may also have polarity marks
