What is the best product on the market, or is there one, at removing scratches without getting a buffer and doing it?

With Getting a buffer? or W/O getting a buffer?
I prefer Norton Liquid Ice as far as compounds go, Have always viewed Meguiars as overpriced and merely adequate, nothing amazing. THe Norton will be found at your local paint store, and runs from $29-$45 a quart, depending on their mark up
Ive used Megs Scratch X for a couple years now and i like it.
I love the product I use. I use 3M Perfect It III (Stage 2). It works great on the paint. The other thing I like about it is that it also works on the chrome, polished aluminum, and even the glass. There isn't much on the truck that this stuff will not polish to a great shine. 0000 steel wool and this stuff on the glass is magic. YES 0000 STEEL WOOL!!!!!!!
The down side to the product is 1) finding it (normally only found at stores that specialize in automotive paint) as this is a professional level product, and 2) the cost, which is about $50 for a quart bottle. But, it is money well spent, trust me.
Agreed this stuff is awsome! I have used it many times and everyone is always impressed ( Just havn't had time to do the Expy yet ). I have never used it with a "buffer" but have found that a corded varible speed drill with a "foam" buffing pad works wonders.
I have also found that it is available thru my local Oreillys Auto parts but it is not available at all of them, only the ones that offer comercial paint products.
