I replaced the upper and lower trailing arms and the track bar on my 98. I found the torque specs but don’t know if they are supposed to be torqued with vehicle weight on the suspension or prior to lowering the truck.

Weight of the vehicle always.

Not hard at all. The axle moves alittle forward when the old ones are removed. I uses a ratchet strap around the trailer hitch to pull it back and to line it up.

It's like torquing one of the 4 rims. You loosely tighten all 5 or in newer ones 6 lugs. Then lower vehicle, and torque em in rotation up to 100 to 140 ft lbs, depending on application.
