Is this for an 03??? I had issues when I had my 2000. I have a friend who is on his 2nd motor on his 2000 as well. When I took it in to the dealer, he said it's a known issue, going back to some of the early Explorers. Something like the brushes don't make clean contact....something along those lines anyway.

Its a '99. The relay's are clocking over but the arm won't lift onto the window.

Mine is a '98 EB Exby. I have always had this problem, but I fix mine by turning the rear wiper on, and then going back to the wiper and kind of "jiggle" it around, which gets it going again for a coupla months. Since mine is out of warranty, this is easier than installing a new new one.

i have a '99 expy...
my rear hatch window seal was leaky...next thing i noticed was the rear wiper not working. a new wiper motor is only $40 plus a core charge (if you try to replace it yourself). be carefull replacing it yourself, cause if you break the little "clasps" that hold the moulding...it will cost you $3 for each one you break.

about the arm not lifting onto the window...
have you been in a car wash lately?? some types of car washes are tearing up the rear wiper arms...by bending them. if it's been bent in some way, maybe it's just enough pressure on the hook to not let the wiper arm loose.
