I have the paint flaking/ bumbling on my 07 liftgate, but I found a black 2003 expediton at my local pick and pull with a perfect black liftgate with no signs of paint issues.
I have to confirm the paint codes, but they look the same.

Got the truck back today and it drives better than when i bought it. (bought with 50k miles)
This ford dealer certainly went above and beyond any dealership i have ever worked with.

Truck has a strong vibration throughout the body. Can be felt lightly at idle, but no needle movement (idles at 500 in drive, 750 in Park). At 80MPH, it is so bad the truck feels squirrelly.
No Engine Codes. Truck pulls hard and doesn't have any obvious misses or hesitation.
