When I put the transmission in D it will not engage unless I rev it to 2k rpms or so then it jumps in and drives fine. I do get the 1-2 hard shift though and have for awhile. I can drop it into L and it will shift into 1st then I can manually put it in drive and it drives fine.

The fluid level is fine and doesnt smell burned. Its the proper color as well.
I do not have 2.5k to rebuild it.

Can this be an issue with the valve body or is it toast?

Sounds like you don't have pressure or something with the manual valve is broken. You can check the line pressure to find out if the pump is working.

Can the manual valve be fixed? Where can I get a decent kit to fix it?

I have the same issue with my '97, but haven't had time to look into it as I don't drive it much and it drives fine other than having to rev up the rpm's to get it going.

Delays like yours are caused a lot of the time by a leaking pump. A friends chevy elcamino had same problem, the shop replaced the pump. Unfortunately the trans has to be dismantled.. The hard up shift is most likely due to pressure problem. In some cases a broken spring, or sticky plunger in valve body, can add to your problems. Have trans pressure tested, my guess is it's not normal. Is your SUV 4 or 2 wheel drive?
