I'd check the dealer cost of marrying a new cluster to the pcm first. They may want to rape you.
Pull-A-Part wants $32 for a cluster, if someone has damaged one there I'd be inclined to take it apart and see how they designed the lighting, or buy 2 of them and play with one at home.
That means they most likely used led's.
Options:
1. Send cluster out for testing/repair - if it is a problem with the cluster and it can be repaired it avoids the dealer cost of a new cluster and/or marrying it to the pcm.
2. See if Pull-A-Part Memphis has a 2004 Navi on the yard. If the price...
If you have a bright flashlight shine it in one of the sockets to see what will light up. That way we will know if those are used to illuminate the cluster or indicator lights.

Grounds - disconnect the plug from the cluster, meter to continuity setting, one lead to ground wire in the plug the other to the ground point at the other end of the wire.
Lighting would need to use the jumper as before to power the circuit. You probably have a bad splice.

With the park/headlights on are the radio lights on also and will the dimmer switch work on them?

Have you checked the grounds? They are usually located behind the driver and passenger kick panels. Since your air bag light is on that means at least one of the grounds is good.
Another thing to check are the bulbs in the cluster - are they there, good etc?
Time to pull the cluster so that you have access to the plugs in the back.

Diagram 71-4 see splice between main light switch and dimmer switch at bottom of page, looks like s124. There will be a diagram locating each splice by number. Check the splice for power with key in run position.

On diagram 71-4, right side of the Main Light Switch, circuit 19 - pin 1 links to another diagram. I can't make out which diagram and what letter is used for the link.
They are listed in the 71 series but they are bitmapped pretty bad - type isn't clear. There is a ground location diagram that will help you located where they are on the Navi.

You'll need the diagrams that show the DLC on them, usually the power distribution diagrams have it. Check the engine controls diagrams, sometimes it is on them also.
