Any signs of moisture? Look for the notorious windshield leak. Are your tires the same size on all 4 wheels? Mismatched tires can cause this too.

Have you opened the cluster (either one) to check for bad solder joints or frayed wires etc? These clusters are famous for internal problems. It wouldn't surprise me at all if you got two of them with exactly the same problem.
I just did the odometer solder repair on mine a couple weeks...
So if someone gets a PCM from like a junkyard they need to either get the matching instrument cluster with it or have the new PCM flashed? Just curious.

Loose injector or unplugged connector? How long since fuel filter was changed? What about the mass airflow sensor? Is it positioned properly and what about the condition of the wires underneath? Check for frayed or broken wires.
No other codes?
I would check fuel pressure as well.

Although, there are a few causes the most common is the PCV Vent Tube which is located in the middle of the intake near the firewall (behind the throttle body) & runs from the intake to the passenger side intake manifold.

I kept getting p0171 & p0174 codes so I decided to check the pcv tube and I found this...
That's not a piece of rubber hose wrapped in electrical tape, it's the plastic hose!
I fixed it properly and my truck is running a lot better now.

Oh and if interior fuse #12 is blown I'd suspect the Fuel Pump Driver Module is damaged or shorted out and needs replaced. You would have a P1233 code if you scan with a scan tool if this was the case. I highly doubt a new one could go bad that quickly but who knows.
Was the #12 fuse checked...
Actron doesn't even show a C0703 or C0704 either. They do have the P0703 (brake switch B input circuit) & P0704 (clutch switch input circuit)

I finally got around to fixing mine this past weekend. I installed new coil packs and got new bolts from my local Ford dealer. They only come in pkg of 6.

I changed my cops not too long ago and didn't fully plug in the #7 connector and it stumbled and ran like crap just like you describe.

Check all of the plastic plugs for your coil packs. If one is not properly connected or a wire is bare it can cause your symptoms. It'll miss (may or may not throw codes) and stumble. Kinda sounds like a plugged cat or exhaust leak too.

Get an automotive stethoscope and use it to locate the sound. The 5.4 are notorious for "noises" for different reasons. It could honestly be a litany of things that your "noise" could be. For example: mine knocks too but it's because of an exhaust manifold leak which is very common. I would get...
