Was it a hot day? Sounds to me like the " air inlet temp too high and the computer retards the timing " issue. Did you hear a " jet engine " sound coming from the engine compartment? That's your thermal fan locking up. Both the Retarding of the timing and thermal fan locking up will steal a TON...
Even for two that's outragous. Mine were aftermarket, but when looking at them they show no brand name, so I can't help you there. Heck I saw a complete header/cat coverter and y pipe on ebay for $500 shipped. Don't know if they are California approved though.
4K is an absolutely rediculus price, that's what I paid for my Expy! Shame on you Ford for engineering that type of cost into your vehicles! I know that you need Cat's that are approved for use in California, I'm sure your local muffler shop will have the proper ones. Did you call around and...

Went on a long trip up to the mountains last weekend and the Expy did GREAT! You could really tell the power increase when going up long hills. The hills that would before cause the engine rev to 3500 to 4000 rpms now only has to rev to 2500rpm and I would actually increase speed going...

I bought a new Bosch 02 Sensor and installed this afternoon, what a pain in the ass that was! I do have a wi-fi obd2 reader and DashCommand app on my iphone-6. I reset the P1131 code and drove the Expy for a long time, no " Check Engine Soon " light and no pending codes after 35+...
Sorry for my last post, I must have been typing it up when you posted yours. Well at least the code is following the cat that had the blockage issue, which points to it failing because the cat went bad. I appreciate the help you have offered me 1955moose!
After more research, it looks like it's the pre or first 02 sensor on the passenger side. Could it be that since the passenger side was the one that was 40% blocked, it got ruined because there was not enough flow and it overheated????
