2003 Expedition lights

Hello I have a 2003 expedition, headlights won’t turn on. I’ve checked the fuses and bought a new headlight switch, and still no lights… can you help?

High beams don't work either ? Parking lights ? Tail Lights ? Fog Lights ? Instrument Cluster Lighting ? Checked fuse #40, #25, #23 ?

All other lights are working except headlights... I'll check the fuses again
