They can make noise before 1200 rpm but what you are talking about sounds like the vct solenoids which are common enough.

Yes they control the oil flow to them.

I'm sure this question has come up but I'm about to purchase a timing chain kit. Would it be possible to delete the phasers all together? Just replace them with the 5.4L Cam gears and a tune? the closest I've seen to this idea are the "lockouts." Sorry in advance if this has been discussed already.

The lockouts and the tune they provide are your best option

If you're that far into it just replace the phasers. I did this on the wife's 06 GT. It rattled up a storm. We bought the full kit to replace everything and it's been quiet since. The VCT is a good thing to have on stock engines.

Factory, like the expensive Ford part or the less expensive Dorman part? Is there a good reason to order the Ford part?
