I have recently revived my 06 Limited after it sat for 5 years. When I got it running I noticed an airbag light. The light does not flash a code upon startup like it should, from what I’ve gathered. If I put the gauge cluster into engineering test mode it shows that the drivers seatbelt is always buckled, could this be the cause of my light?

Yes it could. I would solve that problem first. Fix the switch or wiring. If the light persists, you need a "Ford enhanced" code reader that will direct you to the precise problem. Welcome here, by the way.

If you have ForScan on a laptop it'll read and clear the code(s). Maybe spray some WD40 in the seatbelt buckle and work it a little to free it up. Then see if the code comes back.
