Has anyone done this? The hi-beam HIDs I installed this weekend appear to be weaker than the low beams I installed at the same time. I thought it might be an insufficient power issue but someone in the electrical forum says it may be an issue with the housing not reflecting the light as intended.

Anyone have similar issues with this?

Yes, it's the small size of the reflector. You won't see near the light output improvement compared to when you use HID's in the low beam reflector. It's still brighter, but the beam is small and the results aren't as dramatic as what you see with the low beams. Try them in the fog lights, you'll find them more useful. The 9005 HID's will fit the fog lights with just minor trimming of one of the locking tabs. Use a small file or Dremel tool or knife for this.
