looking over the prints there is a ground connection that is common to both circuits Its G104 and it is located on the left front (drivers side) radiator support Check to see if it is tight and a good connection.

small update, I traced the wires into the fuse box in the engine bay, turns out I had a loose connection there. So the high beams are functioning as should now. The rear wiper remains a mystery for now!

you will need to get to the connector at the rear wiper motor.
Disconnect it and either using a volt meter or test light check for voltage best to use meter.
turn wiper on and check to see if you have 12V in both directions.

If 12V are present replace wiper motor
If anything less than 12V problem could be relays or the wiring circuit

going to do a continuity check for the harness going into the tailgate, I have a hunch that the wires got broken from 13 years of opening and closing the tailgate.

How well can you read and understand wiring diagrams

Other than checking the fuses what else have you done or checked
